As constructed, the Buckner building was to be a "city under one roof" with apartments, stores, offices and businesses, public areas, recreational facilities, a jail, a hospital, a school, and all other elements of daily life. It was somewhat segregated into areas for officers and enlisted men, but the main hallway on each floor would serve as a main street or common area.
