A storm drain with some interesting drop shafts. Each descending shaft
into this river level tunnel from shallower drains is a spiral staircase
where water flows are reduced and maintenance workers (and drainers) can
ascend easily. At the top are smaller tunnels running under the streets
of St. Paul, and manholes onto the streets and sidewalks.
